Utmost Life ministries is governed by an “apostolic council” rather than a board-driven model.

Saltiel K Kupololo is the Founder and Lead Pastor of Utmost Life Ministries. He served as a licensed minister with The Foursquare Gospel Church Namibia 2008 – 2017 before starting a new ministry.
He is ordained with Prophet Dr. Fabianus Fransiskus Tjaritje of Rock of Salvation Ministries International headquartered in Ongwediva, Namibia.
